The 6.1 magnitude quake struck shortly before 5:30 am in Hokkaido&#8217;s southern region, at a depth of some 80 kilometers, the Japanese Meteorological Agency and the US Geological Survey both reported.<\/p>\n\n\n\n<p>No tsunami alert was issued, and USGS predicted that damage to property and threat to life were minimal, given the limited population in the region, some 200 kilometers east of Sapporo. But &#8220;in areas that experienced strong shaking, the danger of falling rocks and landslides has increased,&#8221; a JMA official told reporters. Two weeks into the US-Iran ceasefire, the Strait of Hormuz is operating only in a limited and highly unstable manner. Initial signs of reopening were quickly overshadowed by renewed closure signals, attacks on vessels and widespread course reversals. Enforcement by the United States has intensified, shifting from monitoring a blockade to actively intercepting ships, with operations now extending into the Gulf of Oman and surrounding areas, according to Windward. The shadow fleet employs many regulatory loopholes in order to circumvent sanctions on Russian crude oil, and one of the recently-adopted techniques is the falsification of flag registry status. According to the IMO, the number of ships flying a false flag has increased substantially over the period from April 2025 to April this year, with 529 ships falsely flying the flag of a country. During the period, nearly 40 member states had seen cases of their flags being fraudulently used without their knowledge or consent.<\/p>\n\n\n\n<p>To deal with the rising problem and to streamline ship registration, the IMO\u2019s Legal Committee has approved a new set of guidelines that are aimed at improving transparency and due diligence. The guidelines are intended to close a key regulatory gap, considering that currently there is no binding international framework to regulate the registration of ships.<\/p>\n\n\n\n<p>The guidelines, which were approved during the just-concluded 113th session of the committee, will henceforth assist new and existing flag state ship registries in the process of registering of ships. Marina Administrator Sonia Malaluan said the extension covers Seafarer\u2019s Record Books, Seafarer\u2019s Identification and Record Books, and Seafarer\u2019s Identity Documents that have expired or will expire on or before June 30, 2026. It applies automatically and does not require individual applications, she added.<\/p>\n\n\n\n<p>The agency said the move addresses delays in crew changes as tensions in the region continue to disrupt operations. Many Filipino seafarers remain unable to disembark despite completing their contracts. \u201cOur seafarers are trapped in a situation they did not choose, far from their families and unsure of when they can finally come home,\u201d Malaluan said.<\/p>\n\n\n\n<p>The Philippines is one of the world\u2019s largest suppliers of maritime labor. The document extension seeks to prevent additional stress among seafarers already dealing with prolonged deployment, Marina said, adding that expired papers should not become another burden while they remain at sea. \u201cThis extension gives them breathing space and assures them that MARINA is with them every step of the way,\u201d Malaluan stressed.<\/p>\n\n\n\n<p>Shipping companies, shipowners, and licensed manning agencies are required to report all affected cases to Marina through its official email. The Chinese military&#8217;s Southern Theater Command (STC) said on Friday its Naval Task Group 107 carried out activities that focused on live-fire shooting, sea-air coordination, rapid maneuvers and maritime replenishments to test integrated joint combat capabilities.<\/p>\n\n\n\n<p>The Philippine embassy in Beijing did not immediately respond to a request for comment. The Chinese military did not provide further details on the timing or exact location of the drills, but said in a statement its exercises were a &#8220;necessary operation&#8221; in response to the current regional situation and were in full compliance with international law and practice. &#8220;Forces of the STC will regularly conduct corresponding military operations based on the need of the security situation to safeguard national sovereignty and security as well as regional peace and stability,&#8221; it said.<\/p>\n\n\n\n<p>China has repeatedly criticized the Philippines for conducting defense exercises with its allies, saying they risk raising regional tensions. This is where the phrase \u201ccenter of opportunity\u201d should be taken seriously. Being at the center means more than ceremonial leadership. In practical terms, it means the Philippines can connect the region\u2019s needs to local strengths faster than before. It means we can attract investment that builds factories, expands supply chains, modernizes farms, and puts people to work.<\/p>\n\n\n\n<p>The Philippines has everything in place to do that: a young and talented workforce, a growing consumer market, a strategic location, and the ability to host and coordinate across cultures. So, as we get into the thick of hosting the event in the coming weeks and months, we should ask ourselves how these high-level meetings can translate into something that ASEAN citizens can actually benefit from.<\/p>\n\n\n\n<p>Job generation is often discussed in broad terms, but in reality, jobs come from specific decisions: when a manufacturer expands production, when a company sets up a regional operation, or when a small business opens to a larger market. ASEAN is well-positioned to encourage these decisions because every member-state brings real needs and real strengths. Each country has businesses looking for buyers, raw materials, skilled workers, and dependable partners. The Philippines, as host, can help turn introductions into investments and conversations into commitments.<\/p>\n\n\n\n<p>In important cross-border trade matters, ASEAN has proven that it can find solutions to help align processes and reduce friction to help firms expand capacity. The meetings and discussions we\u2019ve had so far at ASEAN-BAC have produced plenty of proposed solutions, including the use of interoperable digital payments. Agribusiness, especially, is where job generation becomes deeply meaningful, and the region\u2019s food security becomes a reality. As we have proven in pilot projects and partnerships with the ASEAN Food Security Alliance (AFSA), ASEAN connections can help enterprises source better inputs, resources, and technologies, and meet market needs.<\/p>\n\n\n\n<p>But at the end of the day, we return to jobs and livelihoods because those are what people feel every day. And if job creation is the promise, MSMEs are the mechanism.<\/p>\n\n\n\n<p>Most people view small businesses as mere providers of goods and services, but they employ millions, sustain families, and bring economic growth to local communities. Then there are the conversations that happen on the sidelines where insights flow more freely from people engaged in very human conversations.<\/p>\n\n\n\n<p>That is why, despite all the challenges brought on by several global conflicts far from our shores, ASEAN-BAC will still make an effort to bring delegates together, in person. This also gives us the chance to show the best of the Philippines. In Boracay, Cebu, and many other destinations, delegates will see not only beautiful places and world-class facilities, but also the hospitality and creativity of the Filipino people. These moments help inspire tourism, investment, and confidence in our country, and elevate the meetings to more than a seasonal gathering to agree on solutions to problems, define the first practical steps, and follow-ups that lead to real action.<\/p>\n\n\n\n<p>Hosting ASEAN is an honor, and it is also a responsibility. We cannot simply open doors. We must help people walk through them.
