After spending over a week stationary off Abu Dhabi, the ship began its journey toward the Strait, according to Iran&#8217;s Press TV.<\/p>\n\n\n\n<p>Japan relies heavily on the Middle East for crude oil, and most of it passes through the Strait of Hormuz. The ships, sailing under Russian and Liberian flags, carried 36 Filipino crew members, bringing the total number of Filipino seafarers who have safely transited out of the Strait to nearly 1,200. As explained, the department continues to closely monitor vessel movements in the region while coordinating with manning agencies and shipowners to safeguard the welfare of Filipino seafarers. It also maintains direct communication with affected crew members and their families to ensure ongoing support and updates.<\/p>\n\n\n\n<p>However, 15 Filipino seafarers remain onboard two container vessels seized by Iranian forces on 22 April. The ships, identified as the Epaminondas and Francesca, remain under Iranian control, though authorities have confirmed that the Filipino crew members are safe.<\/p>\n\n\n\n<p>In a related development, India has reported the repatriation of more than 2,764 of its seafarers from the region.<\/p>\n\n\n\n<p>IMO Secretary-General Dominguez has also warned that ships stranded in the Persian Gulf are likely to begin running low on essential supplies, including food, water and fuel. Those onboard were observed carrying equipment assessed as suitable for boarding or climbing.<\/p>\n\n\n\n<p>In response, the vessel\u2019s armed security team implemented established onboard protocols, deploying externally and visibly displaying their weapons as a deterrent. Following this action, the skiff discontinued its approach and withdrew, reportedly heading back toward a suspected mothership located approximately 1.2 nautical miles from the vessel. No exchange of fire occurred, and there were no reports of boarding, injuries, or damage.<\/p>\n\n\n\n<p>During the incident, the crew mustered at the designated station in accordance with emergency and security procedures. The situation has since concluded and the vessel has resumed its voyage to the next port of call.<\/p>\n\n\n\n<p>According to the Joint Maritime Information Center (JMIC), a Pirate Action Group is currently active in the Somali Basin, and the regional threat level has been raised to SUBSTANTIAL following a surge in piracy-related incidents.<\/p>\n\n\n\n<p>EUNAVFOR ATALANTA has also confirmed two recent piracy incidents off the northern coast of Somalia involving the Motor Tanker HONOUR 25 and the merchant vessel SWARD. Additionally, ATALANTA is investigating the reported hijacking of a dhow that may be linked to the piracy incident involving SWARD.<\/p>\n\n\n\n<p>MT HONOUR 25 piracy incident:<\/p>\n\n\n\n<p>On 20 April, EUNAVFOR ATALANTA received an alert message from Puntland Maritime Police Forces reporting that the Fishing Vessel ALKHARY 2 was hijacked by a Pirate Action Group. The Maritime Security Centre Indian Ocean (MSCIO) issued a warning to all vessels sailing in the vicinity.<\/p>\n\n\n\n<p>On 21 April, EUNAVFOR ATALANTA reported an incident of piracy involving the Motor Tanker HONOUR 25, being the last known position 28 Nautical Miles Southeast of ALKHARY 2. Furthermore, a Japanese Maritime Patrol aircraft from the Combined Maritime Forces, flew over the area confirming the location of the HONOUR 25 inside Somalia\u2019s territorial waters. Meanwhile, EUNAVFOR ATALANTA assets started to sail towards the pirated motor tanker and MSCIO issued a second warning to update the situation at sea.<\/p>\n\n\n\n<p>On 22 April, Puntland Maritime Police Forces reported that ALKHARY 2 was released and all crew members were safe. They also stressed that the Pirate Action Group remained on board HONOUR 25.<\/p>\n\n\n\n<p>On 25 April, EUNAVFOR ATALANTA assets reached the pirated Motor Tanker and gathered information about the situation on board.<\/p>\n\n\n\n<p>ATALANTA assets remain in the vicinity of the vessel, which does not pose a threat to other vessels navigating in the area.<\/p>\n\n\n\n<p>MV SWARD piracy incident:<\/p>\n\n\n\n<p>In addition to the above piracy case, EUNAVFOR ATALANTA is monitoring a second piracy incident affecting the Merchant Vessel SWARD. ATALANTA confirms that the vessel was pirated in the area of Dhinowda, Northern coast of Somalia on 26 April.<\/p>\n\n\n\n<p>Recommendations:<\/p>\n\n\n\n<p>Primary shipboard safety measures:<\/p>\n\n\n\n<p>Maintain heightened watch in accordance with BMP MS 2025, preserve maneuvering room, keep CPA from unidentified or fast craft at \u22652.0 nm where practicable, rig barriers and fire hoses, and be prepared to increase speed and conduct evasive maneuvers.<\/p>\n\n\n\n<p>Reporting requirements and channels:<\/p>\n\n\n\n<p>Report suspicious approaches immediately to UKMTO and MSCIO with position, bearings, ranges, CPA history, photos or video, radar and AIS plots, and continue rolling updates until clear.<\/p>\n\n\n\n<p>Additional security measures and drills:<\/p>\n\n\n\n<p>Conduct security musters, verify citadel readiness, restrict non-essential deck work, test internal communications, brief crew on small-craft encounter procedures, and preserve CCTV, logs, and any physical evidence.<\/p>\n\n\n\n<p>Communications and coordination guidance:<\/p>\n\n\n\n<p>Maintain continuous monitoring on VHF, distress and safety channels, ensure satellite communications redundancy, deconflict with nearby traffic, and coordinate with any tasked naval units or maritime security authorities.<\/p>\n\n\n\n<p>Any further general guidance:<\/p>\n\n\n\n<p>Treat skiff approaches with multiple persons onboard, especially where clothing, behavior, or approach geometry appears suspicious, as potential pirate action group indicators. Paul Michael Hechenova, commanding officer of BRP Miguel Malvar, a number of foreign vessels were detected from the start of the maritime drills on April 24 until their conclusion. \u201cDuring the duration of this activity, we detected, so far, four PLA Navy warships around the vicinity of the exercises starting from day one at sea,\u201d Hechenova said.<\/p>\n\n\n\n<p>Among those monitored were a Jiangkai III-class frigate (bow number 555), a Jiangkai II-class frigate (bow number 547), a Luyang-class destroyer (bow number 168), and a Dongdiao-class intelligence-gathering ship. In addition, two Chinese Coast Guard vessels were also monitored in the area. The Philippine Navy also tracked aerial assets believed to be from China, including a fixed-wing maritime patrol aircraft, a helicopter, and an unmanned aerial vehicle. \u201cWe also monitored three aircraft from them flying around\u2014one fixed-wing aircraft, one unmanned system flying above 20,000 feet, and one helicopter coming from one of their warships,\u201d Hechenova added.<\/p>\n\n\n\n<p>Despite their presence, the Navy said no unusual or hostile actions were recorded. \u201cGenerally, okay naman sila. Cordial ang behavior nila. No confrontation, no radio challenges. They\u2019re just here monitoring our activity,\u201d Hechenova said. The peso opened Wednesday\u2019s trading at 61.20 to the dollar, and reached an intraday low of 61.67 to the dollar. Since the outbreak of the Middle East war at the end of February, the peso has breached record low after record low, and crossed the psychological barrier of 60 to the dollar.<\/p>\n\n\n\n<p>The peso\u2019s depreciation may be seen as a boon for families of OFWs, who stand to get more pesos for every dollar remitted to the country. But it also makes imports such as oil more expensive as these items need to be paid for in dollars. Inflation already breached the 4 percent upper limit of economic managers in March, as oil prices skyrocketed and pushed the prices of other goods up. Marcos Jr. on Wednesday announced a sweeping expansion of the maternity benefits provided by the Philippine Health Insurance Corporation (PhilHealth) starting today, aimed at easing the financial burden on expectant mothers.<\/p>\n\n\n\n<p>In a video message, Marcos announced that coverage for normal hospital deliveries will increase to PHP29,000\u2014nearly triple the previous PHP9,750\u2014while benefits for cesarean sections will rise from PHP37,000 to between PHP58,000 and PHP62,000. \u201cSa maraming pagkakataon, kung sa ward manganganak kahit sa private hospital, maaaring wala nang babayaran paglabas,\u201d Marcos said.<\/p>\n\n\n\n<p>The President also said prenatal care coverage has been expanded from four to eight checkups, now including vaccines and laboratory tests. Chel Diokno during the House committee on justice impeachment hearing. \u201cOur investigation is ongoing, but there are people that have already been spoken to. There is an assassin,\u201d Lotoc said.<\/p>\n\n\n\n<p>The hearing yesterday focused on the Nov. 23, 2024 televised assassination threats made by the Vice President against President Marcos, First Lady Liza Marcos and then speaker Martin Romualdez. The committee played the video of Duterte\u2019s meltdown, which the NBI also authenticated. \u201cThe authentication is verifying that the video is the same and true recording of what transpired. We are ensuring that it is not edited, spliced or AI (artificial intelligence)-generated,\u201d NBI agent John Mark Calilung told lawmakers.<\/p>\n\n\n\n<p>The NBI agent outlined the verification process, which included coordination with Meta Platforms to preserve the original URL, screen recording of the livestream and hash value computation to detect any alteration. \u201cThe hash value calculation is like a fingerprint of digital file. If the video is edited, the hash value will change,\u201d Calilung said. Meanwhile, Lotoc, who was part of a four-man NBI team that investigated the Vice President, also informed the justice committee that his team had subpoenaed Duterte twice in relation to their investigation, but she did not show up to attend to \u201coffice matters\u201d in connection with ongoing hearings in the House of Representatives.<\/p>\n\n\n\n<p>He said in the second letter to the NBI sent by the Vice President\u2019s lawyers, they denied that she had threatened the President, the First Lady and Romualdez. Lotoc and other members of his team likewise confirmed that they had recommended the filing of one count of inciting to sedition and three counts of grave threats against Duterte. The case is still pending with the Department of Justice (DOJ). \u201cThere is already a resolution but is currently pending review with the division chief, which will then be transmitted to the Prosecutor General,\u201d DOJ spokesman Polo Martinez said in a message to reporters.<\/p>\n\n\n\n<p>For his part, NBI director Melvin Matibag described the threat against the President as \u201cserious.\u201d \u201cAny threat against the President, and for that matter against any official, we take it seriously.
